Committee of the Whole

What is the Committee of the Whole?

The Committee of the Whole is a committee of Mayor & Council that provides an opportunity for members of Council to review, discuss, and consider municipal matters in greater detail before recommendations are brought forward for a decision by Mayor & Council. Committee of the Whole meetings are generally less formal than regular Council meetings and may include presentations, reports from staff, policy discussions, budget deliberations, and other matters requiring detailed consideration. While the Committee may make recommendations, final decisions are made by Council unless otherwise authorized by legislation or municipal by-law.

**NOTE: Unlike many other committees of Mayor & Council in the Township of Guelph/Eramosa, the Committee of the Whole is comprised completely of current members of the Township's Council.

In the Township of Guelph/Eramosa, our Committee of the Whole typically meets on the fourth Monday of each month, although the Committee may break for the summer.  Please contact our Deputy Clerk for more information about Council meetings or other matters related to the Township's Mayor & Council.

Please note that the agendas for the Committee of the Whole state that meetings begin at 1:30 p.m. Note that this is just a best estimate, and meetings of the Committee will be held immediately after the conclusion of regular meetings of Mayor & Council, which commence at 1:00 p.m. Individuals interested in attending a Committee of the Whole meeting are encouraged to also attend the preceeding Council meeting so as to not miss anything!

Delegating on a Pre-Existing Agenda Item

Is there an item on an upcoming Committee agenda that you would like to speak on? You can register as a delegate by sending a completed Delegation Request Form to the Township's Clerks/Legislative Services Department via email to clerks@get.on.ca. In order to qualify to speak before the Committee, prospective delegates must submit their request by no later than 12:00pm on the last business day before a Committee meeting.

Please note that, for most agenda items, there is no formal opportunity for community members to speak during a regular meeting of Mayor & Council unless they have registered as a delegate.

Bringing a New Item to Committee

Is there a matter you wish to bring before the Township's Committee of the Whole? If your matter is not already scheduled on an upcoming agenda, you may be able to have your brought before the Township's Committee of the Whole by submitting a Delegation Request Form to the Township's Clerks/Legislative Services Department via email to clerks@get.on.ca.

Before requesting to appear as a delegate, you are encouraged to discuss your questions or concerns with Township staff.  If your issue cannot be resolved, staff will assist you with the process of registering as a delegation! Kindly note that staff have the ability to exercise their discretion in allowing certain subject matter to be brought to Mayor & Council, or the Committee of the Whole, by delegates.
